Property Tax Statements
I recently purchased a property in Clearwater County; I did not receive the tax statement.

The transfer deed may not be recorded yet. We continue to make all name changes for deeds recorded up to the printing date of the tax statements. You may want to contact your closing company to check on the recording date of the deed.

You can obtain tax payment information from our website by searching the Property Tax Records. To do this, click on the link Tax Search. Enter the parcel number or address information and wait for the tax information to appear. If you enter an address, several parcels may appear. Select the desired parcel and wait for the tax information to appear.

You can obtain a copy of the tax statement by calling the Service Center at 218-694-6130.

When are my taxes due?

May 15th — First half of the annual Real Estate and Personal Property tax payment (or the entire amount if stated on your tax statement) is due.

August 31st — First half of the annual Manufactured Home tax payment (or the entire amount if stated on your tax statement) is due.

October 15th — Second half of the annual Real Estate tax payment is due (Non-Ag parcels only).

November 15th — Second half of the annual Real Estate (Ag parcels only) and Manufactured Home tax payment is due.

If the current year tax due date falls on the weekend, payment is due the following business day. Mailed payments must be postmarked by the U.S. Postal Service no later than the tax due date.

How do I change my mailing address on my statement?

Fill out a change of address form. To do this, click on the Tax Search link and find your PIN. Click on the Parcel ID (PIN) button to navigate to the Account page. From there, click on the Change of Address button located towards the top right of page navigation menu. You can also contact our Service Center at 218-694-6130 to request a change.

When will I receive my tax statement?

Property tax statements for Real Estate and Personal Property are mailed once a year to the taxpayer. Statutory deadline for mailing is March 31st.

Property tax statements for Manufactured Homes are mailed once a year to the taxpayer. Statutory deadline for mailing is July 15th.

What is a Truth in Taxation Notice?

The Truth in Taxation (TNT) Notice indicates the anticipated property tax that you will pay the following year if your local jurisdictions approve the budget amounts they are considering. TNT Notices are also called Proposed Tax Statements.

I did not receive a tax statement or I have misplaced it. How do I get tax payment information and/or obtain a copy of the tax statement?

When will I receive my Truth in Taxation Notice?

TNT Notices are mailed after November 10th but no later than November 24th of each year.

I received my tax statement but my taxes are escrowed. How do I know my mortgage company has received this information?

All taxpayers receive the original statement once a year. On the stubs at the bottom of the statement, an escrow company will be listed if we have one in our system. If this information is incorrect or missing, you will need to call your mortgage company to verify they have all necessary information to make the payment.

I no longer own this property so why am I receiving this statement?

Who do I make my check payable to?

Make checks, money orders, cashier checks, or traveler's checks payable to: Clearwater County Auditor/Treasurer.

Why should I pay penalty and interest on a late payment when I never received my tax bill?

It is the property owner's responsibility to ensure their taxes are paid timely each year. Failure to receive a tax bill does not relieve the taxpayer of responsibility for timely payment or constitute cause for cancellation of penalty, interest, or costs in cases of delinquency.

Can next year's property taxes be paid in advance?

Yes, but the exact amount will not be known until after the county has certified its taxes for that year. If you make a payment before taxes are billed you must specify with your payment the appropriate property identification number (PIN) and that you are making an advance payment.

Note: Advance payments at this time can NOT be done via the web.

Can I have my payments automatically deducted from my checking or savings account?

Yes, Clearwater County has three payment plans available:

  • 10-Month Plan — Starting January 15 and the 15th of each month through the 10th payment on October 15.
  • Quarterly Plan — March 15, May 15, August 15, and October 15.
  • Two-Payment Plan — May 15 and October 15.

Property Taxes
Can someone gain ownership to my property by paying my property tax?

No. A deed signed by the owner is required to change ownership.

How do I apply for a State Property Tax Refund?

Visit the Minnesota Department of Revenue — Property Tax Refund page to download the M1PR form and view related information.

  • Pick up forms at public libraries.

You will need your current year tax statement in order to file; the statements are mailed out in late March.

When is my tax bill considered delinquent?

Taxes unpaid through December 31st will be considered delinquent on January 2nd and interest will accrue on a monthly basis. If the delinquent taxes are not paid by the 2nd Monday in May, the forfeiture process will begin with a court judgment being entered against the property for the unpaid tax, penalty, interest, and costs.

Manufactured Homes
I am selling my home, what do I need to do to get the title transferred?

All delinquent and current year taxes need to be paid on the manufactured home before a title transfer can take place.

You need a Certification from the Auditor/Treasurer's office stating that the taxes are paid. Please call 218-694-6130 for more information.

You can take this certification, your title, and all required lien releases to any Department of Motor Vehicles office within the state of Minnesota.

The legal owner on record of the manufactured home as of January 2nd of the year the taxes are levied is the responsible party.

How does the county get notified of an ownership change?

The new owner of the manufactured home must bring a copy of the title to the county.
